researching children's homes

I've just started researching family history and have found a Henry Callow in the Gem Street Industrial School, Birmingham on the 1891 Census. On other censuses he was listed as having been born in London, Middlesex but on this census he is listed as been born in Aston. I know the family were living in Aston. How would I go about finding his name and address etc please.

Charles Frederick Hadley b. 6th October 1887, married Minnie Perry Dec. Q. 1911. Two children from the marriage, Charles Frederick b. 4th January 1913 and Arthur John b. 27th March 1914. Missing / KiA battle of Gheluvet 31.10.1914. His widow re-married 16th May 1916 to Arthur John Hadley Reg. Office, Aston (Fredericks brother) a serving soldier (2nd Bn. Royal Warwickshire Regiment Pte./Cpl. 1305) discharged aged 26 (wounds) 6th December 1917. Four children from this marriage, Gladys Evelyn, George Leslie, Albert Edward and Horace William. A photograph and brief biog. for Charles Frederick in De Ruvigney's Roll of Honour. Another brother Henry (Harry) also served (1st Bn. Royal Warwickshire Regiment). Arthur John Hadley died June Q. 1930 aged 38. 1939 Register Minnie (aged 50) living at 73 Temperance Place with daughter Gladys and son Albert.
