Industrial Schhol (Children's Home)

Does anyone know why a child in Walsall Workhouse in 1881 would be at a Girls' Industrial School in Bath in 1891? I understand that Industrial Schools were for children brought before the courts because of destitution rather than crime but why would they send them so far away from their home areas? There were other children from the West Midlands on the Census.

I aso know of a lad from Walsall,who was sent to the industrial school in Brum.It was what became Gem St.school off Gosta Green,he was later shipped out to Canada,but worked his passage back to Engand.
Whatever,he seemed to have lived a fruitful life afterwards,and served in France and later Basra,in the first world war.

You are quite right in what you have stated about the reasons for this why did they send a child
further away .the system as always been that way
even with adults whom committ crime and sent away they send people from north
to south , but in those days they had what they call allecations homes and holding
instutues for children where they would asses the child and the famiys
there was several around the country and in brum
but also it was a case of vaccancies [ placements ] as in those days it was quite rife of
unrule kids and they would be sent there until they was twenty one years of age before returning
Back to there familys there was a majoe one in bristol [ called Kingswood classifying school]
where kids would be sent for assessing from the courts of birmingham
then depending on there assesment whether the kids came back to brum or not
or be shipped to far a field to where ever there was avaiable placement as well
but even today the prison systems and the courts depending where ever you are still do this system
b,ham people end up down south and the southeren get sent to brum when they get there sentence
birmingham prison holds some b.ham prisoners for remand only
for a week or two then they get shipped out across the country so the poor familys have to travel
and like worc , or gloucestershire prople would be sent to winson green
along with the walsall folks and the londonones are sent to the birmingham prisons
