Hagley Row or Hagley Road

daid rathgen

The ancestor I seek was a tailor (taylor, back then) named Samuel Withers. Wrightson's Triennial 1815 tells me his address was Hagley Row between 1815-1818. Trying to see if there was a ROW rather than a road of that name back then.
His brother, Edward Withers, was living at Smallbrook Street as it then was. So checking to see how far apart they lived and worked.
Many thanks
