Almshouses in Bristol Road

My wife owns a very ornate papier mache presentation plate (Jennens and Betteridge - the best!) which has a picture of almshouses (believed to be Bristol Road) in the centre, and is inscribed "Presented to William Cheshire Esquire by his friends and fellow townsmen" (this is all in mother of pearl). On a silver cartouche at the bottom are initials which I think read "WPC".

Can anyone throw light on:
a. the almshouses, their history and the benefactors.
b. William Cheshire (I think he's an ancestor of my wife).
c. any family connections of Wm. Cheshire.
