Is this an ARP gas decontamination squad? Looking at the coat and trousers as well as gas masks.

Not sure about that. However why does the headlight not have the correct shade on it eliminating headlamp glare during the blackout.

Not WW2, as OKF registrations were not issued until 1953. Probably Civil Defence during the Cold War period.

There were 30 of these saloon buses 42 - 61 AOP 42 - 61 and 32 - 41 BOL 32 - 41. All were converted to ambulances in 1939 an were eventually returned to service buses towards the end of WW2 or shortly afterwards.
